Efficiency uses list on-demand rates rather than your discounted bill. Reserved Instances and Savings
Plans apply variably across an account and change over time, so folding them in would make utilization
trends jump for reasons unrelated to your workloads. On-demand rates keep the comparison stable. For
discounted, bill-exact dollars, use the Cost allocation tab.
